Fred H. C. Liang trabalha como artista, mestre impressor e educador, em simultâneo, há mais de 20 anos. Licenciou-se na Universidade de Yale com um MFA, depois de ter obtido um BFA na Universidade de Manitoba. As suas exposições incluem: Addison Gallery of American Art, The Institute of Contemporary Art Boston, Milwaukee Art Museum, Currier Museum, North Dakota Museum of Art em Fargo, ND, The Pitch Project, em Milwaukee, WI, Inside Out Museum em Pequim. Entre muitos reconhecimentos, recebeu o Manitoba Arts Council Grant, o Canada Arts Council Grant, o Massachusetts Cultural Council Fellow ’08, o Berkshire Taconic Community Foundation Artist Resource Trust (A.R.T.) Fund e o Massachusetts Cultural Council Fellow ’05. Recebeu igualmente a Joan Mitchell Foundation Fellowship em 2020 e o Brother Thomas Award em 2021.
Além disso, recebeu bolsas de residência no México, Áustria, China, Dinamarca e Marrocos. Mais recentemente, participou na Swatch Art Peace Hotel Residency em Xangai, China, e Edward E. Elson Artist-in-Residence na Addison Gallery of American Art, Phillips Academy, Andover, MA.
O seu trabalho está presente em colecções públicas e privadas. Estas incluem o Museu de Arte da Universidade de Syracuse, a Coleção Gund, a Galeria Addison de Arte Americana, a B.C. Lee & Company e o Museu Rose.
Atualmente, é o coordenador do programa de gravura do Massachusetts College of Art and Design em Boston, Massachusetts, EUA.
